State of Emergency 2 for the PlayStation 2 is a third-person action shooter set ten years after the original uprising against an oppressive corporate regime.
Following the fall of the original Corporation, a new authoritarian force has seized control of the city. Former freedom fighters Spanky, Libra, Bull, and MacNeil reunite to break out of detention and re-establish the Freedom resistance movement against the regime.
Unlike the open-brawl focus of its predecessor, State of Emergency 2 features structured, mission-based objectives. Players switch between multiple characters, each offering distinct combat skills such as sniping, heavy weapons, or interrogation. The campaign includes on-foot firefights, squad commands for allied resistance fighters, and vehicle sequences involving helicopters, boats, and tanks, alongside local multiplayer modes.
